France Targets Shein and Temu With Fast-Fashion Fines

Paris: France has begun imposing penalties on fast fashion retailers like Shein and Temu in an effort to combat rising sales of inexpensive clothing from e-commerce platforms. These charges, as part of a law enacted in June targeting environmental issues related to overproduction, vary from €0.25 (30 US cents) for a pair of boxer shorts or socks to €12 ($14) for a coat.

The maximum fee is capped at 50% of the product’s pre-tax sales price. Shein, already grappling with the loss of duty-free access for cheap e-commerce parcels in Europe and the US ahead of its stock market launch in Hong Kong, has yet to comment on the fines. Neither company responded to requests for information about the fees. The French penalties are expected to exacerbate Shein's predicament as its valuation plummeted during its debut on the Hong Kong stock market.

Shein's spokesperson in France, Quentin Ruffat, previously claimed that these charges would be detrimental to customers by driving prices higher. China's commerce ministry has criticized the French law as discriminatory and a trade barrier, potentially violating World Trade Organization (WTO) principles. The fees are computed using a formula that considers the number of products sold, their prices, and their repairability.

This formula is slated to increase further from 2030. European retailers like Inditex’s Zara and H&M, which offer a more limited selection of products, are not anticipated to be affected by the new regulations.
