Russia strikes energy facilities in Kyiv and nearby areas in prelude to winter assault

Russian drone and missile attacks struck energy facilities in Kyiv and surrounding regions on Wednesday, according to Ukrainian officials. The strikes, reported by Reuters on September 30, mark what Prime Minister Sergii Koretskyi described as a "prelude to another winter campaign" aimed at dismantling Ukraine's energy infrastructure. The attacks extended beyond Kyiv, with energy targets also hit in other regions.

Koretskyi, speaking via Telegram, noted that energy facilities had been under assault almost daily since summer, but this coordinated strike was unprecedented since the conclusion of last winter. Ukraine is now preparing for another winter assault on power and heating facilities, following last year's widespread power outages and cold spells that left several cities in darkness and freezing conditions.

President Volodymyr Zelenskiy stated that the capital and nearby areas were the primary targets of the overnight assault, which involved nearly 190 drones and ballistic missiles. Five individuals, including a child, were reported killed across Ukraine. Power company DTEK confirmed that workers had restored electricity to around 8,000 households.

Russia acknowledged the extensive assault, alleging that it had hit a data center in Kyiv supporting Ukraine's military, power plants in the Kyiv region, an industrial facility in Odessa, and port infrastructure in Izmail. The attacks came after weeks of relentless drone strikes, which Ukraine has struggled to counter effectively. Zelenskiy thanked allies for recent reinforcements in air defense, but called for further protection ahead of the winter season.

Kyiv was initially enveloped in dense fog from the smoke of the attacks. Emergency services advised residents to close their windows. Preliminary reports indicated that debris had been discovered at a Western embassy in the center of Kyiv, though the specific embassy was not disclosed. Russia's neighbor Moldova reported a drone explosion near the town of Hirbovet, while neighboring countries Romania and Poland scrambled military jets, with Polish airports Lublin and Rzeszow temporarily suspending flights.

Ukraine has also intensified attacks on Russian targets, including refineries and online retail outlets, to weaken Moscow's war effort. One person was killed in drone strikes in Russia's Bryansk region, while a Ukrainian drone attack on the oil-producing Samara region caused damage to private homes.
