NAIA probe prompts fast body camera rollout for Bureau of Immigration officers

The Philippines Bureau of Immigration (BI) plans to deploy body-worn cameras for all immigration officers stationed at airports by the end of October 2026, as part of an investigation into a potential human trafficking case at Ninoy Aquino International Airport (NAIA).

BI Commissioner Joel Anthony M. Viado stated that the cameras will document officers' transactions and enhance accountability, transparency, and monitoring, acting as a deterrent against personnel attempting to abuse their positions. The investigation, involving both the BI and the National Bureau of Investigation (NBI), centers on an incident at NAIA Terminal 1 on September 12, which allegedly involved a potential human trafficking victim.

Initial findings indicate that one BI job order employee was terminated, and two immigration officers were relieved of their airport assignments. The NBI has since arrested one of the two officers. The BI notes that these administrative actions are separate from any criminal liability determination, which will depend on the NBI's investigation and the evidence supporting potential charges.

The investigation is ongoing, aiming to establish the complete timeline of the incident and identify all individuals involved, including other airport personnel and stakeholders. BI Commissioner Viado warned BI personnel against abusing their positions and engaging in illegal activities, asserting that such behavior will be met with firm action in accordance with due process.
