Trump signs sweeping Russia sanctions bill

US President Donald Trump has officially signed a comprehensive sanctions bill targeting Russia's economy, specifically focusing on its top five oil and gas importers. The legislation, passed by the US House of Representatives, empowers Trump to impose tariffs of up to 100% on these nations, primarily China and India. Additionally, the bill extends these measures to Iran's energy and weapons sectors.

Formally named the Lindsey O Graham Sanctioning Russia and Iran Act of 2026, the 48-page bill is a tribute to Senator Lindsey Graham, a staunch advocate for Ukraine in Washington before his death. The bill includes exemptions for countries importing less than 15% of their natural gas from Russia and actively reducing their dependence.

It also targets Russian President Vladimir Putin, senior government officials, as well as banks and financial institutions, while addressing Russia's "shadow fleet" of tankers used to evade existing sanctions. Senator Richard Blumenthal described the legislation as "scorching sanctions" that would weaken Putin's war efforts. According to data from the Centre for Research on Energy and Clean Air, China imported 50% of Russia's crude oil between December 2022 and August 2026, followed by India at 37%.

Turkey and the European Union contributed 5% each during the same period, although EU energy imports from Russia have been decreasing. The bill garnered support from Ukrainian President Volodymyr Zelensky, who praised Trump for signing "critically important legislation." Senator Graham, 71, who died on July 11 from an aortic dissection due to cardiovascular disease, was known for his unwavering support for Ukraine in the face of Republican divisions. President Trump expressed his appreciation for the senator's dedication to Ukraine.
