Yesterday, the State Chief Secretary of Negeri Sembilan announced it would not continue reporting the proclamation as a follow-up to the State Law Office's claim that the document dated April 19 was invalid and not autonomous. PETALING JAYA: The lawyer representing Tengku Nadzaruddin Tuanku Ja’afar urged the State Council Meeting (MMKN) to take prompt administrative action against Negeri Sembilan State Executive (SUK) Zafir Ibrahim for refusing to promulgate the proclamation, citing charges of misconduct from the MMKN and hindering the new Yang Dipertuan Besar, Tengku Nadzaruddin from exercising his constitutional powers.

Emirul Sarifudin Nor Azmi, who also represented four accused individuals, claimed that Ibrahim exceeded his authority and obstructed the new Yang Dipertuan Besar from implementing his constitutional powers. According to the details of the misconduct, the MMKN requested the State Chief Secretary (KSN) to initiate administrative procedures against SUK based on relevant regulations and to immediately demote Zafir from his position in the Negeri Sembilan State Executive, it said in a statement.

On Thursday, the Chief Minister, Ismail Lasim, endorsed his ex-lawyer's statement, which supported the removal of Tuanku Muhriz Tuanku Munawir as Yang Dipertuan Besar of Negeri Sembilan. The State Executive was instructed to continue the promulgation process as per existing regulations, but the State Secretariat of Negeri Sembilan yesterday affirmed it would not continue the reporting based on the AGC's view that the proclamation dated April 19 was invalid and not autonomous.

However, Emirul emphasized that the AGC's view is merely an opinion and not an enforceable order. The decisive authority for the KSN remains the executive decision of the MMKN.
