Yesterday, the Office of the Chief Secretary of the Government of Negeri Sembilan announced it would not continue reporting the proclamation as a follow-up to the National Attorney's Office stating that the document dated April 19 was not valid and not autonomous. In a statement, Tengku Nadzaruddin Tuanku Ja’afar's lawyer urged the State Legislative Council (MMKN) to take disciplinary action against Negeri Sembilan's Chief Secretary, Zafir Ibrahim, for refusing to promulgate the proclamation in relation to the dismissal of the Yang Di-Pertuan Besar.

Four accused individuals, including Tunku Besar Tampin, claimed that Ibrahim committed misconduct for refusing to promulgate the proclamation as directed by the MMKN, and hindered the incoming Yang Di-Pertuan Besar, Tengku Nadzaruddin, from exercising his constitutional authority.

Based on the details of the misconduct, the MMKN urged the Chief Secretary to initiate disciplinary proceedings against SUK in accordance with relevant regulations and, in the meantime, remove Zafir from his Negeri Sembilan SUK position, the statement said. Last Thursday, the Chief Minister, Ismail Lasim, endorsed the ex-congressman's statement, which he claimed validated the dismissal of Tuanku Muhriz Tuanku Munawir as the Yang Di-Pertuan Besar of Negeri Sembilan.

The MMKN was asked to continue the promulgation process according to existing regulations, but the Office of the Chief Secretary of Negeri Sembilan yesterday stressed it would not continue reporting the proclamation due to the National Attorney General's (AGC) view that the proclamation dated April 19 was not valid and not autonomous. However, Emirul clarified that the AGC's view was merely an opinion and not an imperative.
