Russian manufacturer Kronshtadt planned to produce 250 Banderol cruise missiles a month while Ukraine estimates output at around 80

In February 2025, the Russian missile manufacturer Kronshtadt issued a tender for the production and delivery of Banderol cruise missile components, according to a report by the open source intelligence project Nordsint. The tender specifications listed inertial navigation modules, onboard computers, power units, pressure sensors, cables, and other parts, all of which are essential for the S8000 Banderol missile.

The tender documents used the same index, S8000, as the one used by Ukraine's Main Directorate of Intelligence for the Banderol missile. Nordsint analyzed the procurement documents and found that Kronshtadt planned to produce 250 Banderol missiles per month, which is more than three times the current production estimate of around 80 Banderol missiles a month given by Ukraine.

If Kronshtadt had reached that production rate and maintained it, Russia could have produced around 4,450 Banderol missiles by the end of September 2026.
