Saglemi Affordable Housing: NPP’s PSP Model Vindicated – Oppong Nkrumah

Former Minister of Works and Housing Kojo Oppong Nkrumah has hailed the ongoing implementation of the Private Sector Participation (PSP) model for the Saglemi Affordable Housing Project as vindication of the policy introduced during the previous New Patriotic Party (NPP) administration. The PSP model, designed to alleviate the reliance on public funds for major housing projects while integrating private capital and expertise, allowed the government to bring in a private partner to finish the project without additional state funding.

The private partner would recover its investment through mortgages once the houses were sold to buyers, while the government would also recover its stake under the arrangement. The former minister emphasized that the project's continuation demonstrated the model's viability and refuted claims that the arrangement benefited political insiders.

He urged the government to expand the PSP approach to other abandoned or incomplete housing projects across the country, citing a framework already in place during the previous administration. Oppong Nkrumah stressed that affordability must remain a priority in the delivery of the housing units, with pricing agreed upon between the government and the private sector operator ensuring the houses remained affordable to ordinary Ghanaians.
