Initially awarded to Brazilian contractor Queros Galvão, the project was suspended in 2016 amidst investigations into contract awards. Work resumed following the contractor's securing of financing but was halted again due to Ghana's economic crisis and debt defaults.

Mahama directed the Ministry of Roads and Highways, led by Agbodza, and the Ministry of Finance to secure the contractor's return to site. The previous loan arrangement has been terminated, and government will now finance the remaining works from its own resources. Although not directly under the Big Push Programme, Mahama described it as an associated Big Push project, promising timely payments to ensure completion within the programme's 30-day payment period.

Mahama expressed confidence in the project's completion by next year and commissioned thereafter, and commended the contractor for its swift return to site, urging it to maintain work quality.
