Pakistan, Hong Kong Customs sign agreement

Hong Kong's growing economic ties with the Association of Southeast Asian Nations (ASEAN) present both opportunities and challenges. While ASEAN has been Hong Kong's second-largest trading partner since 2010, with merchandise trade reaching HK$1.67 trillion in 2025 (15.3% of the city's global goods trade), the creation of profit from these transactions is not guaranteed.

Many goods simply pass through Hong Kong without generating significant local value, as they are re-exported or financed without substantial services taking place in the city.

To unlock the full potential of this trade relationship, Hong Kong must focus on attracting more high-value services to accompany the goods. This includes services such as trade finance, treasury management, insurance, intellectual property protection, legal contracts, arbitration, supply-chain data, and regional headquarters. The structure of the trade relationship, dominated by Vietnam, Singapore, and Malaysia, complicates the picture, as these markets have varied licensing rules, political risks, business cultures, and distribution networks.

Hong Kong can capitalize on this opportunity by fostering partnerships with local companies and addressing challenges such as language and cultural barriers, as well as securing professional talent. A 2025 survey found that 73% of companies in Hong Kong and Greater Bay Area cities planned to accelerate their expansion into ASEAN, but the main difficulties were finding suitable partners, overcoming language and cultural barriers, and securing skilled professionals.

Additionally, Hong Kong can benefit from Asean companies having regional headquarters in the city, providing access to capital, professional services, and the Greater Bay Area market.

Further opportunities lie in exploring the linking of Hong Kong and ASEAN trade single-window systems, as well as digital payments, data governance, and cybersecurity, which are emphasized in ASEAN's Digital Economy Framework Agreement. Hong Kong's expertise in these areas, such as compliance as a service, can create new market opportunities.

However, Hong Kong faces competition from Singapore, and mainland companies may build their own Asean networks, while Singaporean institutions extend their reach into China and financial centers within ASEAN become more capable. Ultimately, Hong Kong's Asean opportunity hinges on building trust, regulatory understanding, risk management, and the ability to navigate the complexities of contracts, customs, culture, and politics.
