Ukraine Sanctions 13 Vessels, 39 Entities Over Stolen Grain Exports

Ukraine has sanctioned 13 cargo vessels, 11 Russian individuals, and 28 companies for illegally exporting grain from occupied territories. President Volodymyr Zelensky signed the sanctions on Aug. 14, following a decision by the National Security and Defense Council. "The illegal export of Ukrainian grain from temporarily occupied territories must have consequences for everyone involved – from companies and owners to captains and vessels," said Vladyslav Vlasiuk, the president’s commissioner for sanctions policy.

Of the sanctioned vessels, eight sailed under the Russian flag, three under Panamanian, and two under Belize and Saint Kitts and Nevis flags. All the ships are accused of involvement in unlawful grain exports, with sanctions extending to their owners, captains, and transportation companies. Ukraine will supply partners with information to synchronize the sanctions internationally.

Zelensky linked the sanctions to a broader strategy aimed at pressuring Russia into negotiations. He noted that previous decisions helped shift Ukraine's defense toward a more technologically driven approach for the upcoming winter and spring. Sanctions against Russian oil refineries, strikes on Russian military logistics, and Ukraine's operations in the Black Sea and Sea of Azov are all intended to curtail Russia's ability to sustain its war effort.

Further measures include targeting Russia's military industry, financial chains, and intermediaries. The sanctions follow the EU's July 23rd sanctions package, which included 218 listings, comprising 48 individuals and 170 entities. On Aug. 12, the General Staff of the Armed Forces of Ukraine reported that four Russian warships suffered damage during an overnight operation at the Novorossiysk naval base, utilizing 15 Ukrainian missile, aerial-drone, and naval-drone systems.

Ukraine proposed a temporary ceasefire to halt attacks on civilian ships and ports following the Novorossiysk strike, but Russia rejected the proposal.
