Hopley, who abducted a three-year-old boy in 2011 and later returned the child, walked away from a residential facility in May last year, leading to a nationwide manhunt. The board cited his history of non-compliance with supervision orders and his mental health instability as factors in their decision to keep him under close monitoring in an undisclosed residential site.

Conditions include avoiding children, adhering to a curfew between 9 p.m. and 6 a.m., and not being granted leave privileges. The board emphasized the need for continued support and community integration for Hopley to manage his risk effectively.
