Myanmar’s Resistance Finally Has a Unified Front

As a university dean in Yangon during the 2021 military coup, I became an activist in Myanmar's resistance movement, leading the Civil Disobedience Movement. Eventually, I sought refuge in Europe and later became a minister in the National Unity Government formed to oppose the coup. Witnessing both successes and setbacks of the Myanmar Spring Revolution, I now reside in one of Myanmar's liberated areas, where a new political development stands out: the Steering Council for the Emergence of a Federal Democratic Union (SCEF).

The SCEF marks a pivotal moment in Myanmar's resistance, uniting diverse ethnic and ideological forces. With participation from the Kachin Independence Organization, Karen National Union, Chin National Front, Karenni, the Committee Representing Pyidaungsu Hluttaw, the exile parliamentary body, and the NUG, it represents an unprecedented level of collaboration.

Previous attempts at unity have faltered due to mistrust, competing interests, ethnic divisions, and external pressures. However, the SCEF's broad representation suggests a more durable political and military realignment.

Unlike earlier alliances that focused on military coordination and territorial defense, the SCEF integrates political leadership with military coordination. It unites ethnic armed organizations with the post-coup democratic resistance, addressing the question of whether Myanmar's anti-junta movement can evolve into a coherent national alternative.

By bringing together long-established ethnic armed organizations with the democratic resistance led by the NUG and the CRPH, the SCEF aims to prevent the fragmentation often seen in post-conflict situations like Libya or Syria.

The formation of the SCEF was a lengthy process, with discussions beginning in 2022 and evolving through negotiations in Myanmar and neighboring countries. The K2C–NUG Position Statement, issued by the CNF, KNU, Karenni, and NUG in January 2024, laid the groundwork for the SCEF's objectives. While discussions with additional ethnic organizations are ongoing, the sensitive nature of these talks prevents further public disclosure.

The SCEF's institutional structure, with a Strategic Leadership Committee and Secretariat, is designed to last beyond wartime resistance and into the political transition. Its deliberate development and organizational maturity make it more likely to endure than previous alliances. The Steering Council thus represents a significant step forward in Myanmar's struggle for democracy and unity.
