French ambassador to CAR investigated over claims he hosted dozens of women

Disciplinary proceedings have been launched against French Ambassador Bruno Foucher to the Central African Republic following allegations of misconduct, specifically his hosting of dozens of women at his official residence in Bangui. The investigation was prompted by security concerns raised over the ambassador's reported visits to the residence between January 2024 and March 2026, with some of the women staying overnight.

The French weekly newspaper Le Canard enchaîné reported that the ambassador brought approximately 30 women aged between 20 and 30 into his residence during this period. The ambassador has acknowledged having sexual relations with two young women, according to the newspaper. The French foreign ministry confirmed that an administrative investigation was initiated in Bangui in 2026, following which disciplinary proceedings were launched at the minister's request.

The ministry conducted an on-site inspection in April, leading to the initiation of the disciplinary proceedings. Foucher, a career diplomat, has served as the ambassador to CAR since 2023, previously holding positions in Lebanon, Iran, and Chad. The newspaper obtained an inspection report from Le Canard enchaîné, which stated that the ambassador received around 15 visits per month.

It is alleged that Foucher instructed his staff to allow one of the young women to stay at the residence during his absence. The French foreign minister, Jean-Noël Barrot, praised the "complete restoration of relations" between France and CAR during his visit to Bangui in March. Russia maintains a significant presence in CAR, primarily through the Wagner paramilitary group, which provides security for the country's president, Faustin-Archange Touadéra.

French officials have accused Russians of fueling anti-French sentiment in various African countries.
