Ruto invokes new Constitution in shaping Vision 2060

President William Ruto highlighted the significance of Kenya's new Constitution in the formulation of Vision 2060 during the launch of the national conversation on the country's development plan at the Kenyatta International Convention Centre (KICC) in Nairobi on August 12, 2026. Over 5,000 delegates from all 47 counties gathered to begin consultations on the proposed Vision 2060.

Ruto emphasized that the new Constitution provides a clearer framework for long-term thinking, necessitating public participation in the development of the plan.

Ruto pointed out that the limited public involvement in the creation of Vision 2030 impacted citizens' understanding and connection to the plan. He stressed that this time around, public participation is not only encouraged but mandatory, allowing Kenyans to directly determine the country's long-term priorities. The government pledged its support for the consultations and committed to providing resources to ensure a citizen-driven, future-focused process.

Kisumu Governor Anyang’ Nyong’o, who chairs the committee drafting Vision 2060, acknowledged that Vision 2030 had largely achieved its objectives but noted that some targets were challenging to achieve. He called for a new long-term roadmap that can guide development up to 2060, remaining consistent across changes in political leadership. Additionally, Nyong’o advocated for an economy capable of absorbing global disruptions without negatively impacting development plans.

Deputy President Kithure Kindiki discussed advancements in education and healthcare since 2022, noting increased education funding, university funding, scholarships, and a rise in medical insurance coverage. He cautioned against policy disruption and urged national interests to guide long-term development planning. The KICC meeting marked the beginning of a wider consultation process, with the proposed Vision 2060 to be presented to all 47 counties for citizen feedback before consolidation and submission to Parliament for consideration. Upon approval and presidential assent, the plan will be implemented.
