중수청, ‘고령화·전관 채우기’ 우려…10년 미만 검사는 ‘직급 하향’에 싸늘

The Criminal Investigation Headquarters (중수청) faces concerns over its future, particularly with the aging workforce and low-ranked promotions. The priority is to quickly recruit experienced investigators to minimize mistakes and boost organizational capabilities. The preparatory committee for the reorganization is actively visiting local prosecutors' offices to recruit top investigators.

Investigators with less than 10 years of service are worried about being demoted to lower ranks when they transfer to the central office. However, those with 10 or more years of experience are eagerly awaiting the chance to join the central office. The new rank structure for the central office, announced by the Ministry of Government Legislation on May 5, would see investigators with over 10 years of service promoted to the rank of 3rd, while those with less than 10 years of service would be demoted to 4th rank.

Despite the demotion, some seasoned investigators are encouraged by the prospect of transitioning to managerial roles in the central office after retirement. Others see the central office as a beneficial choice for those interested in a career in law. However, younger investigators are less enthusiastic due to the perceived drop in rank.

The shift in rank structure may also discourage military personnel from transferring to the central office, given the additional requirement of passing a separate examination for promotions in the police force.
