Los promotores avisan de que los decretos de vivienda del Gobierno no solucionan el déficit estructural

The Association of Spain's Builder Promoters (APCEspaña) warns that the two housing decrees approved today by the government do not address the structural housing deficit. Builders and promoters view the urgent package of measures on housing, split into two real laws, as leaving the structural housing deficit unaddressed. Their efforts focus on intervening in the existing rental stock, rather than addressing issues that should be regulated to improve housing access, the association asserts.

APCEspaña emphasizes that Spain's housing problem is primarily an issue of supply, noting that residential production has fallen short of new household formation needs for years. Closing this gap requires more land acquisitions, faster urban planning and licensing processes, greater legal certainty, and effective public-private collaboration, the association stresses.

None of these issues are addressed in the two real laws, the association declares. The group also insists that protracted deadlines and limits do not build a single home. The Confederation of Construction (CNC) echoes this view, stressing that the problem has a primary structural dimension of supply. Spain needs to significantly increase the number of available homes, and this requires urgently unlocking the reform of the Land Law and accelerating the availability of final land, which is the essential raw material for building the 750,000 homes Spain needs, the CNC argues.

They also call for addressing other factors limiting the sector's response capacity, such as the high fiscal burden associated with housing and construction. APCEspaña sees some positive measures in the decrees, like extending the ultra-reduced rate of VAT to official protection housing, which helps make homes affordable for families.

They also value the ICO lines of up to 2,000 million euros for social rental and affordable housing construction and 280 million euros for industrialized housing.
