Mistral AI raises €3B led by Samsung: how sovereign is it?

Mistral AI has raised €3 billion in a Series D funding round led by Samsung Electronics, bringing its post-money valuation to over €21 billion. The round, completed on September 8, 2026, was co-led by Samsung Electronics, the Scaleup Europe Fund (EQT), and PSG Equity, with additional investment from a16z, ASML, Nvidia, and Salesforce Ventures. CEO Arthur Mensch stated that the company is on track to reach $1 billion in annual recurring revenue before the end of the year.

The funding round highlights Mistral AI's focus on building sovereign, open-weight AI for Europe, with a long-term goal of sovereignty in AI. The company's valuation has doubled every twelve months, with total funding exceeding $6 billion. Mistral AI currently operates in 20 countries and serves more than 125 enterprise customers, including Airbus, ASML, and HSBC.

Sovereign AI, as defined by Mistral AI, refers to the practice of training models, publishing open weights, and running inference on compute owned within Europe. This approach allows banks, ministries, and other institutions to keep data under European law. However, Mistral AI's European data centers also serve Microsoft's cloud infrastructure, blurring the lines between sovereignty and co-dependency.

Mistral AI's flagship model, Medium 3.5 (128B parameters, open weights), costs $1.50 to train and $7.50 to run per million tokens. Compared to other open-weight models, it is notably expensive but demonstrates high performance, scoring 15 on Artificial Analysis' Intelligence Index, well above the median of 8 for comparable models. Despite the high cost, Mistral AI's sovereign AI offerings are essential for European enterprises with data residency requirements, providing a compliant solution for sensitive data.
