El Gobierno negocia contrarreloj un decreto de vivienda difícil de encajar con sus socios

The Spanish government is negotiating urgently to pass a difficult-to-fit housing decree with its partners. Vivienda, led by Isabel Rodríguez, presented the decree to the Council of Ministers on Tuesday amid doubt over its parliamentary viability due to significant ideological differences among the government's parliamentary allies.

On one side, the Sumar faction has suggested, in recent days, not only to incorporate measures protecting families from speculative funds but also to expropriate Maricarmen's apartment so she can continue living there after being evicted from her old rent-controlled apartment in one of Madrid's most expensive neighborhoods. On the other side, Junts demands a substantial fiscal package for tenants and owners to stimulate the rental housing market, which is becoming increasingly scarce.

The party, led by Carles Puigdemont, proposed tax breaks for landlords and renters, while also suggesting deductions for home purchases and the creation of savings accounts for homebuyers with tax benefits. Despite the apparent impossibility of reconciling the two extremes in a single decree, circumstances have brought their positions closer than ever.

Yesterday, the Minister of Culture and spokesperson for Sumar, Ernest Urtasun, expressed openness to studying Junts' fiscal proposal, which the latter considers a reward for rental property owners. Meanwhile, Mònica Nogueras, spokesperson for Junts in the Congress, demanded finding the minimum common denominator through measures such as suspending evictions for properties owned by investment funds or prohibiting these funds from buying more homes.

Government sources confirm to EXPANSIÓN that they are optimistic but prudent about the decree seeing the light of day with Junts' agreement. However, they admit that everyone is working intensively to get the decree approved by the lower house within one month, despite the intense negotiations needed to balance the positions of all parliamentary groups.
