Kommentar: Deutschlands Forschung ist ein Selbstbedienungsladen für China

Germany's research sector is being likened to an automated shop for China, according to a damning assessment. The Helmholtz-Zentrum für Informationssicherheit Cispa, in particular, was found to have inadequate safeguards against leaking sensitive knowledge. Research Minister Dorothee Bär referred to this as "Tür und Tor" (door and window) being left wide open.

It remains unclear if any security-relevant insights have actually been leaked, but it is clear that such a leak would have been technically possible due to the existing regulations and systems lacking the capability to prevent it. This incident raises a fundamental question: how effectively do universities and research institutes protect sensitive knowledge from foreign actors?

The need to thoroughly examine this question has become urgent. Inaction would be highly negligent, as China has been operating an extensive system of technology and knowledge transfer, which is central to its scientific espionage aimed at advancing its economic and military development. German universities and research centers possess a significant knowledge treasure, ranging from Artificial Intelligence to quantum computers and cutting-edge cybersecurity, which significantly shape the country's digital future.

While much of this research is foundational and can be economically utilized, certain "dual-use" technologies can also serve military purposes.
