Ukraine’s Presidential Office denies reports of trilateral meeting with U.S. and Russia in New York

Ukraine’s Presidential Office has rejected claims of a trilateral meeting between Ukraine, Russia, and the United States scheduled for September 24 in New York. Dmytro Lytvyn, a presidential adviser, stated that the Ukrainian delegation is already returning home. Initially, on September 24, ZN.UA reported, based on a diplomatic source, that a trilateral meeting could occur in the United States that day.

The proposed attendees included Kyrylo Budanov, head of Ukraine's Presidential Office, Rustem Umerov, head of Ukraine's Foreign Intelligence Service, Jared Kushner and Steve Witkoff representing the U.S., and Kirill Dmitriev representing Russia. The key topic of discussion was an energy ceasefire, including interpretations and compliance monitoring mechanisms.

Moscow insisted on including freedom of navigation and Russia's shadow fleet in the ceasefire. The last trilateral meeting between Ukraine, the U.S., and Russia on ending the war occurred in February 2026. On September 23, U.S. Secretary of State Marco Rubio mentioned that Ukraine and Russia expressed interest in a limited ceasefire for grain and energy.

Prior to his meeting with President Zelenskyy in New York, Donald Trump had suggested that Ukraine halt strikes on Russian oil refineries due to their impact on global fuel markets. In response, Zelenskyy proposed halting strikes if Russia ceased attacks on Ukraine's critical infrastructure, food exports, and energy sector. On September 22, Zelenskyy reiterated Ukraine's willingness for any form of reciprocal energy ceasefire with Russia.

A joint statement released by 51 U.N. member states on September 23 stated that Ukraine had agreed in March 2025 to a full, immediate, and unconditional ceasefire, urging Russia to do the same. However, the Kremlin responded by effectively rejecting the idea of a ceasefire on September 24.
