Zelensky says Putin using fighters from 47 countries in Ukraine war

Fifty-one countries have joined a joint statement condemning Russia and advocating for open passage through the Black Sea, as the United Nations Security Council convenes to discuss the conflict in Ukraine, according to EU Foreign Minister Kaja Kallas. In a joint statement released on September 23, the nations reaffirmed their commitment to the United Nations Charter and peace, standing in solidarity with Ukraine amidst Russia's war of aggression.

The Russian blockade of Ukraine's Black Sea ports has impeded Ukraine's agricultural exports, imperiling food security, and Russia has repeatedly targeted civilian vessels heading to Ukrainian ports, including a ship from Tanzania on September 17, resulting in the death of the captain and injuries to three crew members.

The joint statement, signed by most European nations, Australia, Canada, Costa Rica, Honduras, Israel, Japan, New Zealand, Panama, and South Korea, expresses deep concern over Russia's escalation against civilians and civilian infrastructure in Ukraine, resulting in a record number of casualties. Kallas emphasized that all 51 countries called on Russia to respect international humanitarian law, protect civilians, and be held accountable.

She specifically highlighted the attacks in the Black Sea, stating that Russia's attempt to obstruct Ukrainian grain exports poses a threat to global food security.

Ukraine had previously agreed to an unconditional ceasefire since March 2025, and Kallas urged Russia to follow suit, calling for an end to aggression and engagement in meaningful negotiations towards a comprehensive, just, and lasting peace according to international law.
