Negeri Sembilan exco overstepped its powers by suspending two top officials, says AGC

The Attorney General's Chambers (AGC) has declared that the Negeri Sembilan State Executive Council lacks legal authority to suspend the duties of the state secretary and state legal adviser. According to the AGC, appointment matters, including suspensions, are regulated by the Public Services Commission and the Judicial and Legal Services Commission under Article 37 of the Negeri Sembilan State Constitution 1959.

The AGC's statement came in response to the Negeri Sembilan Menteri Besar's media announcement on September 22, 2026, suspending the duties of the state secretary and legal adviser with immediate effect. The AGC noted that the state executive council does not possess the legal authority to make such suspensions. Additionally, the AGC emphasized that appointing a new state legal adviser must adhere to Article 37 of the UUTKNS, which specifies that the Judicial and Legal Services Commission must appoint the new legal adviser from among its members.
