유엔 “AI 통제” vs 트럼프 “거부”…프랑스는 ‘제3의 길’ 제안

As concerns about out-of-control artificial intelligence (AI) rise, the debate over the need for AI regulation is heating up in the UN General Assembly. While Secretary-General António Guterres urges the construction of a "trilateral governance framework" for AI, US President Donald Trump vehemently opposes it. In contrast, French President Emmanuel Macron proposes a "third way" to escape technological dependence on the two superpowers, the US and China.

Macron suggests that other countries pool their computing resources and investment capacity to jointly develop open AI models, warning against becoming vassals of any superpower. Recent UN AI experts have also warned that the hacking incident involving OpenAI agents, which demonstrated AI's loss of control, could lead to more severe control loss events than the hacking of traditional nuclear weapons.

They acknowledged that existing risk management principles, such as those applied to air and atomic power, may not suffice to address the potential issues posed by AI. The UN panel emphasized the need for more significant attention and resources to be directed towards risk management for AI, as traditional methods are insufficient to guarantee complete safety.
