Ukraine offers Russia deal: stop hitting our power, and we stop hitting your refineries. US will pass it to Moscow

The United States is set to convey a proposal to Russia that suggests halting attacks on Ukraine's energy infrastructure in exchange for Ukraine agreeing to cease targeting Russian refineries. This proposal was discussed during talks between Ukrainian President Volodymyr Zelenskyy and US President Donald Trump at the United Nations, and the US administration has indicated it will pass the mutual offer on to Moscow, according to the administration's office.

The prospect of a mutual ceasefire between the two nations aims to ease concerns that arose from a previous round of discussions, when Trump accused Ukraine's strikes for soaring US diesel prices above $6 a gallon and pressured Kyiv to refrain from attacking Russian refineries, as reported by CNBC. Zelenskyy proposed a reciprocal halt, stating that if Russia agrees to refrain from striking Ukraine's energy systems, oil-refining capacities, water supply, and any other critical infrastructure, then Ukraine would refrain from attacking Russian facilities.

At the same time, the US side will relay the offer to Russia, despite no agreement being reached on the production of Patriot interceptor missiles in Ukraine, the only missiles capable of intercepting Russia's ballistic missiles. Zelenskyy's adviser, Pavlo Palisa, was reportedly in discussions with representatives of Raytheon, the manufacturer of Patriot interceptors, and Ukraine has requested US assistance in accelerating the process and obtaining necessary licenses.

Zelenskyy emphasized that Ukraine aims to launch the project within the next 12 to 18 months, stressing that it is a long-term investment for the country's future.
