‘Soft resistance’ is the ‘most malicious’ threat to nat. security in Hong Kong – security chief

Hong Kong's Chief Security Officer has identified "soft resistance" as the most dangerous threat to the city's national security. Secretary for Security Chris Tang introduced this term as part of the government's "four great national security risks" on January 30, 2024. Tang explained that the danger of soft resistance is its subtlety, as it may appear to come from well-intentioned individuals.

The other three threats listed are foreign interference, domestic terrorism, and the spread of "Hong Kong independence ideology" by fugitives. Tang emphasized that while illegal activities should be dealt with, soft resistance's dangers are not as apparent, making it more insidious. The concept of "soft resistance" was first introduced in 2021 by a Beijing official, and Hong Kong authorities have since used it to describe various forms of ideological work that are difficult to regulate.

Despite the vague definition, Hong Kong officials maintain a firm stance against it, vowing to take action against any perceived violations.
