2027: AI misuse no longer a distant risk – INEC

The Independent National Electoral Commission (INEC) has warned that the misuse of artificial intelligence (AI) in creating and spreading manipulated content poses a "no longer distant, theoretical risk" to the 2027 general elections. In a statement, the Director of Voter Education and Publicity, Victoria Eta-Messi, highlighted the growing accessibility of generative AI, which has made it cheaper and more difficult to detect fabricated audio, videos, and images.

This threat extends beyond manipulated content, as AI can also produce targeted messages designed to sow discord among voters. Mohammed Haruna, the National Commissioner and Chairman of the Information and Voter Education Committee, emphasized the need to treat electoral technology and communication as interconnected aspects of election management.

The workshop, titled "Strengthening PAOs Capacity for Credible, Verified and Responsible Election Communication Towards 2027," aims to equip Public Affairs Officers (PAOs) with the skills to respond to emerging information challenges. PAOs are described as the frontline communicators of INEC in the states, and the credibility of the commission's communication begins with their work.

The workshop will cover verification, escalation, clear messaging, and responsible use of AI in communication. The training is part of a sustained engagement to ensure PAOs are adequately prepared for their responsibilities leading up to the 2027 general elections.
