Ukraine, Russia, Hard to Reconcile on Black Sea, Turkish Minister Says
Ukraine and Russia maintain positions on Black Sea security that are “difficult to reconcile,” Turkish Foreign Minister Hakan Fidan said following Ankara’s proposal to halt strikes on commercial shipping. Fidan confirmed that both Kyiv and Moscow responded to Turkish initiatives aimed at securing grain transit, but noted substantial differences remain.
