Bangkok rail fares to be capped at 45 baht, with refunds for overpayment

Bangkok's electric rail network passengers will pay a maximum of 45 baht per journey starting January 1, 2027. Any additional fare incurred will be refunded within three working days, according to plans discussed by a government committee chaired by Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn. The committee, meeting for the first time, aims to prepare for the launch of a unified fare.

This policy intends to reduce commuting costs and promote public transportation usage. Passengers will pay a single entry fee, regardless of line transfers between operators. The 45-baht cap applies to all electric rail lines in Bangkok and surrounding provinces. Initially, fares will be charged at regular rates; if the total exceeds 45 baht, a refund will be issued to the passenger's Pao Tang app account or the payment card used within three working days.

Contactless EMV payments, including credit cards, debit cards, and the Mangmoom card, will be the primary method of transaction. Operators are instructed to expedite card reader installation and upgrading for the launch. The Bangkok Metropolitan Administration, represented by Deputy Governor Wisanu Subsompon, will collaborate with the Transport Ministry and the Department of Rail Transport to manage stations and surrounding areas during the rollout.

The committee also requested agencies to establish fare calculation and refund rules, outlining passenger rights protection and complaint handling. Joint tests will be conducted prior to the system's official launch. The Cabinet approved the fare structure in June, with the Transport Ministry anticipating annual subsidies to compensate operators for lost revenue.
