Russia plotting to kill Ukraine allies in US and Europe, FBI says

Federal authorities in the United States have announced charges against five individuals who are allegedly part of a Russian intelligence network, plotting to carry out targeted killings in the US and European countries supporting Ukraine. The indictment unsealed in Manhattan federal court detailed a network of intelligence services which attempted to pay individuals in the US and other countries to surveil their targets with the intention of having them killed.

The recruited associates were also solicited to carry out acts of terrorism against infrastructure in European nations seen as aligned with Ukraine. FBI officials, including James Barnacle Jr of New York's FBI office and Darren Cox of Washington DC's FBI office, credited the relentless efforts of multiple FBI field offices, components, and partner agencies in disrupting these plans. James Barnacle Jr emphasized that the FBI moved quickly to thwart the plot and hold the Russian government accountable for its actions.

The network, believed to have been active since at least 2024, allegedly conspired to conduct and conduct attacks and murders worldwide, including within the United States. Initially focusing on Russian dissidents and defectors, the network's recent targets were nations perceived as allies of Ukraine. In the summer of the current year, the network managed to recruit a person based in the United States who was tasked with surveilling and murdering a prominent Russian dissident, offered $40,000 for the job, which was eventually turned down.

The indictment highlighted that the individual initially sent to surveil the target conducted the job and provided vital information to the conspirators. However, when the promised payment to eliminate the target was refused, the operative attempted to recruit other Americans by offering them significant sums of money to carry out the same task.
