Iran hesitates to clamp down on defiance of headscarf rules as war and economic pressures mount

Tehran, Iran has witnessed a significant relaxation in the enforcement of headscarf rules and other social restrictions amidst ongoing war and economic pressures. Social media videos shared by the public depict women without headscarves, men in shorts, and women in leggings engaging in various activities such as exercising in parks, participating in sidewalk concerts, and even letting their hair down.

This shift can be linked to the mass protests that erupted following the tragic death of Mahsa Amini on September 16, 2022, who was detained by morality police for allegedly wearing her headscarf improperly. The protests were brutally suppressed, resulting in over 500 deaths and thousands of arrests.

Despite the crackdown, authorities have opted to ease the strict regulations on women's dress code, fearing a backlash, especially during the current conflict. The ruling establishment's hardliners are pushing for a stricter implementation of the laws regarding women's attire, but top leaders are wary of provoking public discontent at such a critical juncture.
