U.S. judge rules Trump’s name must remain off Kennedy Center

F. Dennis Saylor IV, the presiding judge of the United States District Court for the District of Massachusetts, recently blocked the implementation of a controversial Trump administration student visa rule that would have limited the duration of international students' residency in the United States. In a 48-page order, Saylor criticized the administration for lacking sufficient responses to public commentary, failing to consider alternatives, breaching the Administrative Procedure Act, and not establishing a logical connection between the regulation and its stated national security goals.

The regulation, implemented in July, was designed to terminate the policy that allowed academically qualified international students to remain in the U.S. indefinitely. Under the new rule, their stay is now limited to a maximum of four years, after which they can petition for an extension with undefined procedures.

The rule affected individuals holding J-1 visas, including those participating in cultural exchange programs like Fulbright scholars and international journalists. The Department of Homeland Security stated that the rule's purpose is to enhance national security and reduce the time international students spend in the U.S.

Initiated by eight organizations representing the higher education industry, the legal action aims to nullify the regulation. The Department of Homeland Security maintains that the rule's objective is to improve national security and shorten the duration of international students' stay in the U.S.
