HK's first five-year plan will uphold core systems: CE

Chief Executive John Lee announced on Monday that Hong Kong’s inaugural five-year plan would maintain the city’s rule of law, capitalist system, and adherence to the Basic Law. In several newspapers two days prior to presenting the blueprint alongside his Policy Address, Lee dismissed concerns that a five-year plan would alter Hong Kong’s established system. He reiterated that the government’s vision for economic and social development aims to safeguard and enhance livelihoods for all residents.

Lee expressed his desire for Hong Kong citizens, each and every one of them, to benefit from the plan’s dividends and experience happiness and fulfillment. He extended gratitude to lawmakers and government bureaus and departments for their contributions in completing the five-year plan within a year, surpassing expectations. Over 100 consultation sessions were held throughout the previous year, with 80% of the 17,000 submissions originating from individual citizens.

The public’s support was evident, with citizens actively endorsing the creation of a plan to preserve Hong Kong’s traditional strengths, foster Northern Metropolis development, and improve livelihoods further.

Lee expressed confidence that with the strong backing of the country, Hong Kong would embark on a new chapter, progressing from stability to prosperity.
