HK's first five-year plan will uphold core systems: CE

Chief Executive John Lee pledged on Monday that Hong Kong’s inaugural five-year plan would preserve the city's legal framework and fundamental systems, expressing optimism that all residents would benefit from prosperity. In several newspapers prior to delivering the blueprint alongside his Policy Address, Lee addressed inquiries about whether a five-year plan would alter Hong Kong's existing structure.

He assured that the city would maintain the rule of law, its capitalist system, adherence to the Basic Law, and the principle of One Country, Two Systems. Lee also clarified how the plan impacts everyday citizens, stating it outlines the government's vision for economic and social development, aiming to protect and enhance livelihoods.

He expressed his desire for Hong Kong residents to collectively share in the benefits of development and experience happiness and fulfillment. Lee acknowledged the efforts of legislators and government bureaus in completing the plan within a year, emphasizing that over 100 consultation sessions were held with 80 percent of more than 17,000 submissions originating from individuals.

The public's support was evident, with citizens enthusiastically backing the creation of a five-year plan to preserve Hong Kong's strengths, spur Northern Metropolis growth, and further improve living standards. Lee expressed confidence that with the country's backing, Hong Kong would enter a new era, progressing from stability to prosperity.
