CDA Moves To Seal Offices of Unapproved Housing Scheme

The Capital Development Authority (CDA) has issued an order to seal the offices and site of the Rawal Enclave housing scheme in Islamabad's Zone IV(D) due to alleged unauthorized development. According to a CDA letter, construction commenced on the housing complex near Lehtrar Road, Tumair Link Road, and Simly Dam Link Road without the necessary Layout Plan approval and No Objection Certificate.

The scheme's construction, development, and land use have been declared illegal under relevant laws and regulations. Notices and show cause notices were issued on May 23, 2025, and May 20, 2026, directing the sponsors to cease development, marketing, sales, allotments, and transfers of plots, as well as remove unauthorized structures.

The CDA has instructed the Directorate of Enforcement East to seal the marketing and site offices in compliance with the Planning and Development of Private Housing Schemes Regulations, 2023. Additionally, the authority has requested the presence of a magistrate during the sealing process and directed its enforcement and building control wings to address illegal buildings and structures.

IESCO and SNGPL have been ordered to provide electricity and gas connections solely based on approved layouts and building plans. Relevant departments have been tasked with preventing advertisements by unapproved housing schemes. The CDA may also seek assistance from PEMRA and the Pakistan Telecommunication Authority to block websites and online platforms promoting unapproved schemes.
