Tung Chee-hwa, Hong Kong’s first post-Handover leader, dies at 89

Tung Chee-hwa, the first post-Handover leader of Hong Kong, has passed away at the age of 89. The former chief executive peacefully departed on Tuesday, according to his office. Tung assumed office in December 1996, following his victory in a small-circle leadership election. Born in Shanghai in July 1937, Tung hailed from a prominent shipping family and moved to Hong Kong with his parents as a child.

He studied at the University of Liverpool before entering politics upon being appointed as a non-official member of the Executive Council by then-British governor Chris Patten.

Tung's tenure as chief executive was marked by several challenges, including the onset of the Asian financial crisis and the outbreak of the SARS pandemic. Despite managing to resist speculators, the city's economy suffered once again in 2003 when the SARS outbreak claimed 299 lives. Tung's policies did not go without criticism; in 2003, he faced a political crisis when the government attempted to pass a security law based on Article 23 of the Basic Law.

This proposal met fierce opposition, leading to a massive protest with an estimated 500,000 participants on Hong Kong streets. The legislation was eventually postponed indefinitely and passed into law in 2024.

After resigning in 2005 due to health reasons, Tung was appointed to the Chinese People's Political Consultative Conference, China's top political advisory body. In 2014, he established the Our Hong Kong Foundation in the wake of the pro-democracy Umbrella Movement demonstrations. The organization aims to harness the talents of Hong Kong's citizens to promote long-term prosperity and stability under the "One Country, Two Systems" principle.

Though Tung largely shunned public events in recent years, he remained influential behind the scenes.
