Tung Chee-hwa, Hong Kong's first post-colonial leader, dead at 89

Former Hong Kong chief executive Tung Chee-hwa has passed away at the age of 89. Tung, who was born in Shanghai in July 1937, was the son of shipping magnates Tung Chao-yung and Koo Lee-ching. After completing his education at the University of Liverpool in the UK, he entered politics when Hong Kong's last British governor, Chris Patten, appointed him as a non-official member of the Executive Council.

Tung emerged victorious in the first small-circle leadership election in December 1996, becoming Hong Kong's first chief executive following its 1997 Handover from Britain.

Tung's administration faced numerous challenges, including the Asian financial crisis that erupted soon after he took office. The city's economy suffered again in 2003 during the outbreak of the SARS pandemic, which resulted in the death of 299 people. Despite these setbacks, Tung's policies drew considerable criticism. In 2003, the government attempted to legislate its own security law in line with Article 23 of the Basic Law, a move that was met with fierce opposition from the public.

An estimated 500,000 people took to the streets in protest, leading to the eventual postponement of the legislation by the government.

Tung resigned from his post in 2005 due to health reasons, and was subsequently appointed to the Chinese People's Political Consultative Conference, China's top political advisory body. In 2014, Tung established the Our Hong Kong Foundation, which aimed to leverage Hong Kong's talents for the long-term prosperity and stability of the city under the "One Country, Two Systems" principle.

Though Tung had largely withdrawn from public events in recent years, he remained influential behind the scenes. Upon his death, Tung Chee-hwa leaves behind a legacy marked by both his leadership during Hong Kong's transition and his efforts to promote the city's economic and social well-being.
