Ruto cites infrastructure, technology and welfare gains in police reforms

President William Ruto highlighted the progress made in police reforms during the 59th Passing-Out Parade for Administration Police Recruits at the National Police College in Embakasi, Nairobi. The reforms, which have been ongoing since 2022, include the construction of 252 police stations, recruitment and training of 10,000 officers, and the provision of additional professional training to over 31,000 serving officers.

The government has also completed the National Police Service Referral Hospital and constructed a Forensic Laboratory. Key reforms such as the implementation of the Multi-Biometric Identification System and the introduction of police hire services through e-Citizen are being operationalised. The President stressed that the police service is becoming more professional, equipped, technologically capable, and accountable.

A new General Duty police uniform was unveiled, aimed at strengthening professional identity and operational suitability. The government has also completed a three-phase salary review, increasing the entry-level basic salary of a police constable by 36 per cent. President Ruto emphasized that the true measure of progress is how the police serve the public and serve as a critical component of Kenya's national security architecture.

He underscored the importance of integrity, respect for human rights, and exercising state authority with restraint. The President challenged the newly trained officers to uphold these values and serve with courage, humanity, and accountability.
