Police officers get 36% pay rise as Ruto passes out 5,080 AP constables

Nairobi, Kenya - President William Ruto has defended Kenya's new police uniforms against criticism, claiming the change is part of a larger police reform plan. Speaking at the 59th Passing-Out Parade for Administration Police recruits, Ruto emphasized that the new uniforms should be seen as part of a comprehensive transformation of the National Police Service, not a standalone project.

He highlighted that the uniforms were developed after consultations with police officers and the public, aimed at improving their professional identity, operational needs, and dignity. While acknowledging that a uniform alone cannot transform the police service, Ruto stated that professional identity and pride are crucial elements in building a modern, disciplined, and effective police force.

He also welcomed scrutiny of the police reform program, assuring that public resources are carefully accounted for and that every decision and expenditure must be open to public examination. Ruto stressed the need for honest scrutiny to strengthen institutions, safeguard public resources, and serve the greater public interest. The uniform changes are part of a broader program encompassing police pay, welfare, housing, training, equipment, technology, and infrastructure.

The government has already completed a three-phase salary review, increasing the entry-level basic salary of a police constable by 36 percent and undertaking other reforms such as expanding police housing, improving healthcare, enhancing mobility, providing protective equipment, and acquiring specialized operational assets and air support.
