This move aims to provide timely salaries, social security benefits, and improved job security to approximately 3.5 lakh employees working under outsourcing agencies.

The corporation will act as an intermediary between government departments, outsourcing agencies, and employees, ensuring that all arrangements related to recruitment, attendance, salaries, social security, and grievance redressal are handled under a transparent and technology-based system.

Under UPCOS, employees can view their service details, bank account information, attendance records, and payments in a centralized platform. Complaints can be registered, tracked, and resolved within a specific timeframe. The system prioritizes timely payment, with funds credited directly to employees' bank accounts between the 1st and 5th of each month.

A key feature of the new system is the prohibition of arbitrary employee removal. Agencies cannot dismiss employees without the consent of the concerned department or institution and the corporation. In cases of misconduct, action can only be taken with proper authorization.

The government has also expanded the scope of social security benefits, providing comprehensive coverage including personal accident insurance, disability protection, medical expenses, and assistance for marriage and last rites. This assistance extends to the employee's family, offering up to ₹8 lakh for education and up to ₹10 lakh for marriage. Additionally, a zero-balance bank account facility is available for the employee and their family members.

By implementing UPCOS, the Yogi Adityanath government aims to create a more accountable and transparent outsourcing system, ensuring that employees' concerns regarding salaries, social security, and job security are addressed effectively.
