Premier League clubs face specific rules when completing transfers, especially on transfer deadline day when deals are finalized late. The deal sheet is a crucial tool for clubs nearing the deadline, allowing them to confirm agreements and request extra time to submit papers. For an 11pm deadline, a deal sheet can be submitted at 9pm and must reach the league before midnight.

Upon submission, clubs have until 1am to deliver the complete documentation. Nevertheless, international transfers must still adhere to FIFA’s midnight deadline via the Transfer Matching System.

To register a player, a club must submit essential documents, including the contract, transfer agreement, evidence of work permits when needed, international clearance for overseas transfers, and any applicable transfer levy. The Premier League scrutinizes these documents against its rules and those of the Football Association and FIFA, when applicable.

International transfers require entry into FIFA’s Transfer Matching System, where the buying club uploads details, and the selling club matches the data. Once confirmed, the relevant football associations handle the international clearance before registration.

Premier League clubs are also barred from registering players with third-party ownership, necessitating full ownership of a player’s registration and economic rights before formal registration.

Missing the deadline results in the Premier League Board having the authority to reject or approve the application under conditions. Timely submission of documents is essential, particularly on deadline day, as multiple transfers can arrive quickly.

New signings aren’t eligible for the next match simply because a transfer is completed before the window closes. To play in the subsequent match, the required registration documents must reach the Premier League by 12 noon on the last working day prior to the club’s next Premier League match. International transfer certificates and proof of eligibility to work in the UK can be submitted later but must arrive before the player becomes eligible to participate.
