Brazil enacts ‘Taylor Swift Law’ to regulate ticket sales

Brazil's President Luiz Inácio Lula da Silva recently signed two decrees expanding consumer protections at large events, including regulations on ticket sales and access to drinking water. The measures were published in the Official Gazette on Tuesday and were celebrated by fans of popular artists such as Taylor Swift, Dua Lipa, and Harry Styles.

Speaking at a ceremony in Brasília, Lula emphasized the importance of making the fan experience fairer and safer. Under the new rules, ticket-selling companies must prevent mass purchases through automated systems, require individual-linked tickets, and ensure ticket authenticity and traceability. Official platforms will allow ticket transfers without extra charges.

For high-demand events, organizers may implement virtual queues and preregistration, with customers informed of their position and wait time. Physical box offices must meet safety and accessibility standards, preventing long lines and providing priority service. Tickets must remain at the purchase price. Ticket resale platforms must disclose the original price, total charges, and seller information, while monitoring and removing professional scalping listings.

A new rule also allows attendees to bring water to events with over 1,000 people, addressing issues raised by the 2023 death of a Taylor Swift fan during a concert in Rio de Janeiro. Non-compliance with these provisions may result in sanctions under Brazil's Consumer Protection Code.
