File police report if Pearl Hill dog attack was encouraged, says Penang vet dept

The Penang State Veterinary Services Department has advised individuals who suspect their dog's involvement in an attack at Pearl Hill may have been encouraged to file a police report. The department examined the complaint and video footage and concluded the incident involved a confrontation between two dogs. Under the Animal Welfare Act 2015, there is no clear provision that holds owners accountable for their animals participating in fights or neglecting to intervene.

However, if someone is found to have encouraged or provoked a dog or other animal to attack, alarm, or frighten another, action could be taken under Section 8 of the Minor Offences Act 1955. The department urged the public to report any such allegations or evidence to the police, enabling them to conduct an investigation and take appropriate action if an offense has been committed.

Following a viral video showing a large dog, believed to be a pit bull, attacking a smaller white stray dog at Pearl Hill, the Penang Island City Council seized the aggressor and referred the matter to the veterinary services department for further investigation. The stray dog, known as Tim, was subsequently taken to a veterinary clinic for treatment.
