File police report if Pearl Hill dog attack was encouraged, says Penang vet dept

A police report is urged if the dog attack in Pearl Hill, Penang, was deliberately encouraged by its owner, states the state veterinary services department. The incident, captured in a viral video, depicts a large dog—likely a pit bull—attacking a smaller stray at the Tanjung Bungah area. The Penang Island City Council subsequently seized the attacking dog and forwarded the case to the veterinary services department for further investigation.

Following a review of the complaint and video evidence, the department concluded that the fight involved two dogs. However, it noted that the Animal Welfare Act 2015 does not explicitly hold owners accountable for their pets' involvement in fights or for not intervening. According to Section 8 of the Minor Offences Act 1955, though, penalties could be imposed if someone is found to have encouraged or prompted an animal to attack, alarm, or frighten another person or animal.

The department emphasized that all animal welfare complaints are taken seriously and will be handled based on facts, evidence, and applicable provisions of the Animal Welfare Act. The viral footage showed a large dog, believed to be a pit bull, attacking a smaller white stray dog while a man appeared to be holding its leash. The seized attacking dog was taken to a veterinary clinic for treatment, with the stray dog, known locally as Tim, also receiving medical care.
