PM: Africa faces unprecedented challenges, calls for comprehensive action

Prime Minister Mostafa Madbouly highlighted that Africa confronts unprecedented challenges and ongoing conflicts necessitating urgent, comprehensive action to tackle the core issues, particularly poverty, climate change repercussions, water scarcity, intensifying terrorism, and transnational organized crime. He stressed the importance of collaborative efforts to enhance the African Union (AU) and regional economic community mechanisms during an address on behalf of President Abdel Fattah al-Sisi at the extraordinary AU summit in Luanda.

The summit, which included participation from Angola's President João Lourenço, Burundi's President and AU Chairperson Évariste Ndayishimiye, AU Commission Chairperson Mahmoud Ali Youssouf, and other African leaders, was convened to address conflict prevention and resolution mechanisms.

Madbouly expressed on behalf of President Sisi, his warm wishes for the summit outcomes to meet African aspirations for peace, security, and development. He extended his appreciation to President João Lourenço for hosting the pivotal summit in the face of complex continental challenges and commended President Évariste Ndayishimiye's leadership for the Burundian chairmanship.

Madbouly emphasized that post-conflict reconstruction is a critical pillar for continental peace and security, complementing conflict resolution efforts.

He pointed out that the 20th anniversary of the AU Post-Conflict Reconstruction and Development Policy provides an opportunity to assess progress and transform policies into actionable programs tailored to national requirements. Madbouly stressed that successful post-conflict priorities should prioritize rehabilitating vital infrastructure, establishing competent state institutions, creating employment opportunities, and reintegrating affected populations, especially women and youth.

He called for the AU Commission to sustain its support for the Cairo-based AU Centre for Post-Conflict Reconstruction and Development and acknowledged the formation of the PSC sub-committee of experts, which convened its first meeting under Egypt’s chairmanship in February 2026.

Madbouly advocated for Egypt's backing of AU Peace and Security Council reforms to address historical imbalances by adding a third seat for North Africa to ensure equitable geographic representation. He concluded by expressing Egypt's anticipation of hosting the 8th AU Mid-Year Coordination Meeting in New Alamein on October 4, 2026, and inviting leaders and business executives to the inaugural Alamein-Africa Business Forum on October 2-4 to promote integration and sustainable development.
