A marine industry player has requested clarification from authorities regarding the rules for loading VLSFO (Very Low Sulfur Fuel Oil) into cargo ships. R Jeyenderan stated that such explanation is crucial to ensure that the master of the ship understands the necessary requirements when handling petroleum cargoes. Previously, he also sought clarification on the control and certification of petroleum cargoes, which were declared using Procedure K8 at Tanjung Langsat, Johor.

The player emphasized that the industry needs to know whether petroleum cargoes are still considered storage activities or subject to different rules due to changes in composition. He added that the status of petroleum cargoes after mixing with other components to produce VLSFO is also unclear. The Malaysia Customs Department (JKDM) could clarify whether the original K8 declaration remains applicable after the blending process or if additional documentation is required, he said.

Jeyenderan further requested clarification on assistance for any duties or taxes that might apply if petroleum is converted into VLSFO before export or discharge from the facility. He added that record-keeping of petroleum imports and exports must be clear, particularly when the storage tanks already have inventories before new shipments are added. "The master needs to be able to show what went into the tank, what was already there, what was then mixed, and what finally left the facility," he said.

The player also highlighted that a comprehensive balance sheet record of stored petroleum can help masters and authorities balance the amount of petroleum entering and leaving the facility, especially when different types of petroleum are stored or blended within the same tank.
