A maritime industry player has requested clarification from authorities on the rules governing the admittance of petroleum cargo for the production of Very Low Sulfur Fuel Oil (VLSFO). R Jeyenderan emphasized that such clarification is crucial for ensuring that operators understand the requirements when petroleum cargo is stored, transferred or processed into VLSFO within Customs facilities.

Previously, Jeyenderan also sought explanations on the handling and acceptability of petroleum cargo, which is processed using Procedure K8 at Tanjung Langsat, Johor. It is reported that the industry needs to know whether the petroleum cargo remains classified as storage activity or subject to different regulations due to the altered composition.

VLSFO is a marine fuel produced by blending several components of petroleum to meet specific fuel specifications. Jeyenderan stated that the Customs Department of Malaysia (JKDM) could also clarify whether the original K8 certification remains applicable after the blending process or requires additional documentation. He also requested clarification on assistance regarding any duties or taxes that may apply if petroleum is converted into VLSFO before export or removal from the relevant facility.

Additionally, Jeyenderan noted that records of petroleum import and export must be clear, especially when storage tanks already contain inventories prior to the receipt of new shipments. "Operators need to be able to show what enters the tank, what is already there, what is then blended, and what finally leaves the facility," he added.

Jeyenderan emphasized that a complete balance sheet of weight can assist operators and authorities in matching the amount of petroleum entering and leaving the facility, particularly when different types of petroleum are stored or processed within the same tank.
