CXMT Files Lawsuit Against US Pentagon Over “Chinese Military Company” Labeling

ChangXing Memory Technologies, or CXMT, has filed a lawsuit against the US Pentagon, alleging that the Department of Defense (DOD) incorrectly labeled the company as a “Chinese Military Company.” According to CXMT, all of its products are designed for civilian and commercial use only, not for military applications. The company insists it is not linked to the Chinese military and that it manufactures DRAM chips for civilian and commercial markets.

The designation against CXMT began during the Biden administration but has continued under the current Trump administration. Despite the Pentagon's earlier promise to remove CXMT from the list, the company's name remains on the list. CXMT alleges that this designation has caused significant reputational and commercial harm, stating, "Since its initial designation in January 2025, CXMT has continuously suffered reputational and commercial harm."

The lawsuit seeks to overturn the designation and have the company removed from the list. CXMT's prominence has increased recently due to the memory crisis, or "RAM-mageddon," where demand for memory chips has surged, causing prices to soar. Companies like NVIDIA, AMD, ARM, and Qualcomm have cornered the market, making memory chips scarce and expensive for consumers. CXMT claims the Pentagon relisted the company without providing a valid explanation.
