Former Auditor General Madinah Mohamad's defense of Tabung Haji received criticism from the Royal Malaysian Commission of Inquiry (RCI). The RCI questioned whether the report would have reached the same conclusions if Madinah was called to testify. Khalid Ahmad, a former president of the ACCA, questioned whether Madinah admitted to withholding information from the report or concealing it.

He emphasized that the auditor's final judgment should be the end of the matter, with no additional views, concerns, or worries to be added. Madinah is willing to testify before the RCI, but it is up to the members to decide if his clarification is necessary. The former Auditor General cannot blame the RCI for questioning his actions.

The RCI found that Tabung Haji reported a profit of RM3.4 billion in 2017, while it should have recorded a net loss of RM1.4 billion if full financial reporting standards were applied. The RCI considered the statement that the audit did not find evidence of corruption as insufficient, as it failed to address concerns about accounting methods, asset value depreciation, poor management, and charity payments, even if it acknowledged the position's financial situation.
