LAPD releases footage of death of man whom police handcuffed and beat

Jose Carlos Hoyoz-Munoz, aged 58, was arrested following a family dispute in July. He was found unconscious in his jail cell at Van Nuys regional jail, with the LAPD stating that two use-of-force incidents had occurred, although they later clarified that three such incidents took place. Body-cam footage revealed that officers restrained Hoyoz-Munoz after he was deemed combative, as they attempted to collect fingerprints.

The officers pinned him down, placed him in a harnessed chair for transportation, and used their weight to keep him restrained. They also administered a spit hood after he allegedly spat at them. After a series of events, including being moved to the cell bed and piling on top of him, officers found Hoyoz-Munoz unconscious and unresponsive.

Despite 20 minutes of wellness checks, he did not show signs of life. The LAPD released footage showing another incident involving 33-year-old Alejandro Luis Garcia, who was fatally shot by officers after allegedly shattering car windows with a baseball bat during a standoff. Mayor Karen Bass called for an independent investigation into officer-involved deaths, particularly concerning individuals experiencing mental health crises, emphasizing the need for proper care and evaluation of policies, training, and accountability systems.
